Where is your customer based? 

You probably know this, but there is a piece of legislation for China vaguely related to "China RoHS" that looks for strict information on packaging materials, though not to the degree you are describing. For example see the AeA translation at:

I wonder could this be the source of your customer's query? An update to this Chinese regulation was proposed earlier this year, but I don't have access to that detail.
